Job Purpose
This role will conduct a Country Portfolio Evaluation (CPE) of UN Women's contributions to gender equality and women's empowerment in Moldova. The evaluation will systematically assess the effectiveness and quality of the UN Women portfolio, focusing on its normative, operational, and coordination mandates. The CPE will utilize the Strategic Note (2023-2027) as the primary reference, adhering to UNEG norms and standards. The findings will inform strategic learning, decision-making for future programming cycles, and ensure a gender-responsive, human rights-based approach to assessing development results and underlying structural barriers.
Responsibilities
The National Consultant will lead and manage the Country Portfolio Evaluation (CPE) process, ensuring adherence to UNEG norms and standards, ethical guidelines, and UN Women's evaluation policy. This includes developing the evaluation methodology, tools, and work plan, and conducting a gender-responsive analysis of UN Women's contributions to gender equality and women's empowerment in Moldova. The consultant will assess the effectiveness and quality of the country portfolio across normative, operational, and coordination mandates, using the Strategic Note (2023-2027) as a reference. Key tasks involve data collection, analysis of structural barriers and socio-cultural norms, and reporting on gender-transformative results. The consultant will also facilitate stakeholder consultations and present findings to inform UN Women's strategic learning and decision-making.
Work Experience
A minimum of 5 years of practical experience in relevant development and Gender Equality and Women's Empowerment (GEWE) issues, including substantive support to evaluation processes, is required. Experience in monitoring and evaluation, gender analysis, and human rights-based approaches is also necessary. Previous experience with UN agencies or international organizations in similar assignments is considered an asset.
