Job Purpose

This consultancy aims to provide strategic expertise and technical support to UN Women's initiatives in the Republic of Moldova, focusing on strengthening women's economic empowerment through inclusive employment practices and livelihoods programs. The role will advise on the design and implementation of gender-responsive employment measures, support the conceptualization of awareness-raising campaigns to address structural barriers, and facilitate local-level coordination among stakeholders. The objective is to enhance institutional capacities, improve service delivery for vulnerable women, and ensure alignment with national priorities and international best practices in gender equality and social inclusion.

Responsibilities

Provide technical and strategic advice on UN Women's employment and livelihoods programs, including self-employment, entrepreneurship, and active labor market measures. Ensure alignment of these measures with international standards, national policies, and inclusive economic empowerment best practices. Integrate gender-responsive approaches throughout the program cycle, from outreach to monitoring. Offer advisory support to enhance coordination among stakeholders like the Ministry of Labour and Social Protection and the National Employment Agency. Develop practical tools and case studies for operationalizing inclusive approaches. Provide technical feedback to bridge national strategies with local realities. Contribute to designing awareness-raising initiatives and campaigns on inclusive employment and women's economic empowerment, promoting behavioral change and accountability. Prepare a final report detailing key results and recommendations.

Work Experience

A minimum of 5 years of experience in designing and analyzing policies or managing programs related to labor market policies, livelihoods programming, social protection, employment services, or skills development is required. Experience in applying gender equality and inclusion principles in programs and policies is also necessary. Experience in designing awareness-raising initiatives, working with government institutions or UN agencies, and supporting vulnerable groups like NEET women, women with children, or persons with disabilities is an asset.
