Job Purpose
The National Programme Coordination Specialist will be dedicated to implementing the EU-funded program in Tunisia, focusing on generating employment for women in the Green, STEM, and Care Economies. This role involves providing technical assistance, developing employment generation strategies, and engaging with national and international stakeholders. The specialist will navigate Tunisia's complex context to advance gender-responsive private sector development and policy reforms, contributing to the overall goal of increasing women's labor force participation and achieving employment targets.
Responsibilities
The incumbent will manage and provide technical guidance for the EU programme's implementation in Tunisia, including refining the national chapter and developing work plans for employment generation in target sectors. Responsibilities include conducting labor market analysis, designing innovative employment models, and overseeing policy development for legal reforms supporting women's employment. The role also involves resource mobilization, building strategic partnerships with donors and government ministries, and managing relationships with various organizations. Furthermore, the specialist will establish and implement monitoring frameworks, oversee financial management, and ensure timely and quality delivery of program activities, contributing to knowledge products and regional learning.
Work Experience
A minimum of 5 years of progressive experience in program development, implementation, monitoring, and reporting, particularly in gender and private sector initiatives, is required. Experience in advising the private sector on women's economic empowerment is also essential. Desirable experience includes working in gender-related areas from a private sector development perspective, capacity building for stakeholders, and prior experience with the UN.
Skills
Strong knowledge of women's economic empowerment and private sector partnerships for Gender Equality and Women's Empowerment (GEWE). Strong analytical, coordination, organization, and networking skills. Ability to synthesize program data, identify trends, and develop policy papers. Fluency in French and Arabic is required, with English as a working language.
