UN Women Albania is implementing its Strategic Note 2022-2026 to ensure women and girls enjoy their human rights and contribute to sustainable development. The office focuses on ending violence against women and promoting gender statistics, working with national institutions like INSTAT. This role supports the design and implementation of the national Violence Against Women (VAW) prevalence survey.
Job Purpose
This consultancy aims to provide expert technical and methodological support to the Albanian National Institute of Statistics (INSTAT) for the design and implementation of the national Violence Against Women (VAW) prevalence survey. The role will ensure the survey aligns with international standards, including the EU Survey on Gender-Based Violence (EU-GBV) methodology, Eurostat requirements, and the Istanbul Convention. The consultant will guide all stages of the survey, from methodology revision and questionnaire adaptation to data analysis and dissemination, contributing to evidence-based policymaking and monitoring of SDG indicator 5.2.
Responsibilities
The International Consultant will provide overall technical and methodological leadership for the VAW survey, ensuring compliance with international standards and guidelines. Key responsibilities include reviewing and guiding the sample strategy and questionnaire design, supporting the development of survey instruments and fieldwork protocols, and assisting in the creation of a comprehensive training package for field staff, including a Training of Trainers. The consultant will also provide guidance on pilot testing, data processing, quality assurance, and tabulation. Furthermore, they will co-lead the preparation of the draft analytical report and support the dissemination of survey findings to various stakeholders, ensuring the generation of internationally comparable data on violence against women in Albania.
Work Experience
A minimum of 10 years of progressive experience in human rights, social inclusion, and/or GBV/VAW is required. This includes at least seven years of experience in research and statistical processes related to GBV/VAW, and experience leading at least two household surveys on GBV/VAW. Demonstrated experience with Eurostat, EIGE, and FRA methodological requirements, and proficiency in statistical software (STATA, SPSS) are also essential.
