Job Purpose
This National Senior Legal Consultant role supports UN Women Albania's efforts to advance gender equality, social inclusion, and gender-responsive planning and budgeting. The consultant will provide expert legal, policy, and technical assistance to national institutions, particularly the Ministry of Health and Social Welfare (MoHSW), to strengthen legislative alignment, institutional capacity, and the implementation of gender equality commitments. The role is crucial for advancing the national gender equality agenda by ensuring policies and legal frameworks are gender-responsive and address intersectional vulnerabilities, contributing to a more equitable society in Albania.
Responsibilities
The consultant will provide legal, policy, and technical assistance on gender equality, gender-responsive planning and budgeting, and social inclusion/protection. Key duties include supporting the implementation of the Gender Equality Law, including drafting secondary legislation and advising on policy reforms and institutional responsibilities. The role involves strengthening institutional capacities of the MoHSW and other relevant bodies for effective implementation and reporting. Support will be provided for integrating gender equality into social inclusion and protection policies, and for applying gender impact assessments. Additionally, the consultant will assist the Albanian State Audit Institution (ALSAI) in integrating gender-responsive auditing principles and support capacity-building efforts for public administration and civil society organizations.
Work Experience
A minimum of 15 years of relevant professional experience in gender equality and women's empowerment is required. This includes demonstrated experience in legal and social policy development, social inclusion, and gender-responsive planning and budgeting. Proven experience with national and international legal frameworks related to gender equality and ending violence against women is essential. Experience in designing and delivering training, and collaborating with government institutions, civil society, and other stakeholders is also necessary. Prior experience with the UN system is an asset.
