This role contributes to the Gender in Disaster Risk Reduction (GDRR) project, aiming to enhance women's and girls' agency in disaster resilience and DRR measures.
Job Purpose
This consultancy aims to provide technical assistance to UN Women Georgia in developing a comprehensive, gender-responsive, and inclusive Disaster Risk Reduction (DRR) Volunteerism Framework. The framework will focus on women and girls' engagement, outlining institutional arrangements, operational guidelines, and mechanisms for effective volunteer management at local and national levels. The goal is to strengthen women's leadership in DRR volunteerism and ensure gender perspectives are integrated into disaster preparedness and response efforts, contributing to increased inclusivity and effectiveness of DRR measures in Georgia.
Responsibilities
The consultant will conduct a desk review of international DRR, emergency management, and volunteerism frameworks, focusing on gender-responsive approaches. They will analyze existing volunteer engagement mechanisms in Georgia, identifying key actors, gaps, and opportunities. The consultant will lead consultations and capacity-building sessions with stakeholders, including government, civil society, and women's groups, to inform framework development. A key responsibility is developing the gender-responsive DRR volunteerism framework, detailing vision, principles, institutional arrangements, coordination mechanisms, and stakeholder roles. Finally, the consultant will validate the framework with UN Women and stakeholders, facilitating a workshop, and revising it based on feedback, providing actionable recommendations for implementation and pilot design.
Work Experience
A minimum of five years of progressive professional experience in disaster risk reduction, emergency management, volunteerism, or community resilience is required (seven years with a Bachelor's degree). Proven experience in developing policy frameworks, strategies, or guidelines related to DRR volunteerism or community-based approaches is essential. Demonstrated experience in designing and delivering capacity-building activities and consultations for diverse audiences, including government and civil society, is necessary. Practical experience supporting community-based initiatives or volunteer networks is also required.
