UN Women in Georgia supports state and non-state partners to achieve substantive gender equality, focusing on policies, legislation, institutions, and grassroots initiatives. The "Women's Economic Empowerment in the South Caucasus" (WEESC) project, in its third phase (2024-2026), aims to enhance economic security and development opportunities for women, particularly the poor and socially excluded, across Armenia, Azerbaijan, and Georgia.
Job Purpose
This consultancy is for an Evaluator to conduct the final evaluation of the UN Women Regional Project “Women's Economic Empowerment in the South Caucasus“. The evaluation will assess the project's achievement of results and performance, providing insights for UN Women Georgia's future work in women's economic empowerment. It aims to identify lessons learned, best practices, and challenges to inform strategic reflection, learning, and future programming at policy, institutional, and grassroots levels, ultimately strengthening national stakeholders and ensuring the sustainability of results.
Responsibilities
The National Consultant will conduct a final external evaluation of the UN Women Regional Project “Women's Economic Empowerment in the South Caucasus“. This involves assessing the relevance and coherence of the project's implementation strategy and approaches. The consultant will analyze the achievement of project outcomes, specifically focusing on women's skills development, access to economic opportunities, and participation in decision-making; legislative and policy reforms enabling women's economic empowerment; and the strengthening of governmental and non-governmental institutions to deliver gender-responsive programs. The evaluation will also identify lessons learned, best practices, and challenges to inform future programming and enhance the sustainability of results.
Work Experience
A minimum of 5 years of professional experience in conducting evaluations, particularly for development projects focused on gender equality and women's economic empowerment. Experience working with UN agencies or similar international organizations is highly desirable. Proven experience in the South Caucasus region is an asset.
