Organizational Context
UN Women in Georgia is implementing the third phase of the "Women's Economic Empowerment in the South Caucasus" (WEESC) project, supported by the Swiss and Austrian development agencies. This regional project, running from 2024-2026, aims to enhance women's economic security and development opportunities in Armenia, Azerbaijan, and Georgia, focusing on grassroots, policy, and institutional levels.
Job Purpose
This consultancy is for an Evaluator to conduct the final external evaluation of the UN Women Regional Project “Women's Economic Empowerment in the South Caucasus“. The evaluation will assess the project's achievement of results and performance, providing accountability and learning for UN Women Georgia's future work in women's economic empowerment. The findings will inform strategies, facilitate learning and planning, and strengthen national stakeholders for sustainability beyond the project.
Responsibilities
The National Consultant will conduct a comprehensive final evaluation of the "Women's Economic Empowerment in the South Caucasus" project. This includes assessing the relevance and coherence of the implementation strategy and approaches, analyzing the achievement of project outcomes and impact against stated objectives, and identifying lessons learned, best practices, and challenges. The consultant will gather data from various stakeholders, including UN Women, donors, government officials, civil society partners, and grassroots beneficiaries. The evaluation will contribute to building an evidence base on effective WEE strategies, facilitate strategic reflection and planning, and strengthen national stakeholders for sustainability.
Work Experience
A minimum of 5 years of professional experience in conducting evaluations, particularly for development projects focused on gender equality and women's economic empowerment. Experience working in the South Caucasus region or similar contexts is highly desirable. Proven experience in qualitative and quantitative data collection and analysis is essential.
