Job Purpose
This role serves as an International Consultant/Evaluator for the UN Women Regional Project “Women's Economic Empowerment in the South Caucasus“. The primary purpose is to conduct a final external evaluation of the project upon its completion. This evaluation is crucial for accountability and learning, assessing the achievement of project results and performance. The findings will inform UN Women Georgia's future programming in women's economic empowerment, identify lessons learned, and highlight best practices and challenges encountered throughout the project's implementation.
Responsibilities
Conduct a comprehensive final external evaluation of the UN Women Regional Project “Women's Economic Empowerment in the South Caucasus“ (WEESC). Assess the relevance and coherence of the project's implementation strategy and approaches. Evaluate the achievement of the project's three key outcomes: empowering women (particularly poor and socially excluded) to become farmers/entrepreneurs or join the formal labor sector; implementing adequate legislative and policy reforms for women's economic empowerment; and strengthening institutions to deliver gender-responsive programs. Analyze the project's contribution to dismantling structural barriers and creating an enabling environment for women's economic empowerment and participation in decision-making. Identify lessons learned, best practices, and challenges. Prepare a final evaluation report detailing findings, conclusions, and recommendations for future programming and sustainability of results.
Work Experience
A minimum of 7 years of progressive professional experience in international development, with a significant focus on gender equality and women's economic empowerment. Proven experience in designing and conducting final evaluations for multi-country development projects, including experience with UN Women or similar UN agencies. Demonstrated experience in assessing policy, institutional, and grassroots-level interventions is essential.
