This consultancy role contributes to a national program aimed at identifying and rectifying systemic biases within public administration, ensuring greater gender equality in service delivery.
Job Purpose
This consultancy aims to conduct a comprehensive legal and institutional analysis of gender-based discrimination in accessing administrative services in Morocco. The purpose is to identify existing mechanisms and propose new ones for the prevention, detection, and redress of such discrimination, in line with international human rights and gender equality standards. The consultant will contribute to the "Towards an Administration of Equality" program by providing in-depth research, analysis, and actionable recommendations to enhance gender equality within public services.
Responsibilities
The consultant will perform a conceptual and legal analysis of gender-based discrimination, examining national laws, international standards (including CEDAW), and comparative practices. This includes clarifying concepts of direct and indirect discrimination within public administration and assessing the conformity of national legal frameworks. The role involves an institutional analysis of administrative practices to identify gender-discriminatory factors, evaluate digitalization impacts on gender equality, and assess existing redress mechanisms. The consultant will analyze complaint data to identify recurring discrimination patterns and vulnerable groups. Additionally, they will develop an operational methodology for detecting and monitoring discrimination, including practical tools and indicators, and formulate gender-sensitive, context-appropriate legal and institutional recommendations for prevention and redress.
Work Experience
A minimum of 7 years of proven experience in legal and institutional analysis, public governance, or a related field is required. Experience in human rights, gender equality, non-discrimination, and analyzing public policies and administrative mechanisms is essential. Experience with public institutions, international organizations, or UN agencies is considered an asset.
Skills
In-depth knowledge of the Moroccan institutional context; proven field research, qualitative and quantitative data collection and analysis skills; excellent legal writing, synthesis, presentation, and recommendation formulation abilities; capacity to integrate gender and human rights perspectives; strong communication and collaboration skills.
