Job Purpose
The Country Representative is responsible for leading and managing the UN Women Bolivia Country Office portfolio. This involves translating the UN Women's Strategic Plan into development initiatives and results by developing, implementing, and managing programmes and projects. The role requires developing effective partnerships with government counterparts, UN system agencies, civil society organizations, and donors to promote inter-agency collaboration, support UN reform, and mobilize resources for gender equality and women's empowerment. The position also involves providing substantive advice to senior management on regional strategy and planning, and developing a comprehensive agenda to strengthen the rights of indigenous women.
Responsibilities
Key responsibilities include managing strategic country programme planning and development, and implementing the strategic direction for the country. This involves leading the design, planning, and formulation of the Country Strategic Note in consultation with stakeholders. The role requires managing and ensuring the quality of results-based and rights-based programming, and leading the monitoring of results-based management. Additionally, the Country Representative leads enterprise risk management, oversees the Bolivia Country Office operations, and provides managerial direction and leadership. The role also involves supporting the Resident Coordinator, serving as a member of the UN Country Team, representing UN Women, leading advocacy strategies, and creating strategic partnerships for resource mobilization. Finally, the position oversees knowledge management, innovation, capacity building, and ensures the safety and well-being of personnel and assets.
Work Experience
A minimum of 10 years of progressively responsible development experience, combining strategic and managerial leadership in international development cooperation, is required. This includes experience in gender and women's issues programming at the international level, preferably in developing countries within the UN system. Field-based experience with multicultural teams, leadership and coaching of staff, and implementing risk management frameworks are also required. Experience with ERP systems like Oracle Cloud is desirable.
