This HR Business Partner role, reporting to the Deputy Director & Chief HR Client Services, serves as a key advisor to management on HR matters, ensuring effective workforce planning and alignment with business objectives.
Job Purpose
The HR Business Partner is a strategic advisor to management on human resources issues within their assigned portfolio, contributing to effective workforce planning and alignment with business objectives. This role involves leading the global implementation of HR policies, providing technical support for their development, and ensuring proper implementation across the organization. The position guides managers and staff on recruitment, benefits, and employee relations, oversees recruitment processes, and coordinates the administration of contracts, benefits, and entitlements. Additionally, the role supports workplace relations, talent management, and learning and development initiatives, while also developing and implementing HR systems and reporting on HR trends.
Responsibilities
Lead the global implementation and provide technical support for new HR policies, guidelines, and procedures, ensuring their adaptation to a global context. Monitor and guide the proper implementation of HR policies and SOPs within the assigned portfolio, offering advice as needed. Provide technical contributions to HR strategic planning, goal setting, and annual work planning. Offer guidance and support to managers and staff on HR matters, including attraction, recruitment, benefits, entitlements, and separation. Oversee recruitment and selection processes for staff and affiliate personnel, including international recruitment up to P5 level. Coordinate the administration of contracts, benefits, and entitlements, liaising with UNDP for service level agreements. Promote and implement workplace relations policies, facilitate mediation, and support performance management systems. Coordinate learning and development activities and assess training needs. Develop and implement HR systems, analyze recruitment trends, and report on HR data to management and donors.
Work Experience
Requires at least 7 years of progressive experience in human resource management, including recruitment, benefits administration, and workplace relations. A minimum of 3 years of international work experience is necessary. Experience as an HR Business Partner, in field settings, and in leading teams are desirable. Proficiency in computer software, web-based management systems, and preferably Oracle Cloud ERP is required/desirable.
Skills
Excellent general HR knowledge, interpersonal, diplomatic negotiation, and communication skills. Ability to write and present ideas, handle sensitive information, build relationships, solve problems, and analyze data. Strong understanding of UN Staff Regulations and Rules, HR policies, and intercultural dynamics. Ability to plan, organize, and prioritize multiple HR projects in a changing environment.
