UN Women's Regional Office for Asia and the Pacific seeks an International Monitoring and Evaluation Consultant to support the Women's Economic Empowerment (WEE) team. This role is crucial for advancing gender equality and women's empowerment through various initiatives, including the Gender Action Lab, WE RISE Together Phase 2, and programs focused on climate and care entrepreneurship. The consultant will work under the Regional Advisor for WEE.
Job Purpose
The International Consultant for Monitoring, Reporting, and Documentation will provide essential support to UN Women's Women's Economic Empowerment (WEE) Programme portfolio in the Asia-Pacific region. This role is vital for ensuring the effective implementation and tracking of WEE initiatives, which aim to advance gender equality, support women entrepreneurs, promote gender-responsive markets, and transform the care economy. The consultant will contribute to the development and execution of monitoring and evaluation plans, data collection, analysis, and reporting, ensuring alignment with UN Women's strategic objectives and donor requirements. By providing robust MEL support, the consultant will help to demonstrate the impact of WEE programs and inform future strategies for inclusive economic growth.
Responsibilities
The consultant will lead Monitoring and Evaluation (M&E) planning, monitoring, and reporting for the WEE Programme portfolio. This includes providing technical support for designing and reviewing results frameworks, theories of change, logical frameworks, indicators, baselines, and targets, ensuring alignment with UN Women standards and donor requirements. The role involves supporting data collection, validation, analysis, and interpretation for programs focused on transforming care, women's decent work, entrepreneurship, private sector engagement, and sustainable finance. The consultant will also monitor program implementation, support impact surveys, and coordinate the preparation of donor reports. Additionally, the consultant will provide guidance and quality assurance to Programme Leads on M&E planning and reporting, ensuring the integration of RBM principles and capacity development. The role also entails coordinating results monitoring and corporate reporting within the WEE Unit, contributing to strategic notes and workplans, and ensuring compliance with UN Women's results monitoring system (PRISM).
Work Experience
A minimum of 5 years of relevant experience in monitoring and evaluation, with specific experience in Women's Economic Empowerment (WEE), is required. Experience with UN Women and other UN agencies is also necessary. Knowledge of various data collection methods is essential. Experience working with international donors, in the Asia-Pacific region, or in Knowledge Management is considered an asset. Certification in M&E is desirable.
