Organizational Context
The United Nations Relief and Works Agency (UNRWA) is a UN body established in 1949 to assist and protect approximately 5.8 million registered Palestine refugees. Its mission is to foster human development for refugees in Jordan, Lebanon, Syria, the West Bank, and Gaza, pending a just solution. UNRWA provides education, healthcare, social services, and infrastructure improvements, operating as the largest UN entity in the Middle East with over 30,000 staff.
Job Purpose
This role serves as a key representative of UNRWA at the camp and community level, operating under the Chief Area Officer (CAO). The incumbent will liaise with local authorities, community representatives, and humanitarian organizations to ensure the continuity of services, including solid waste management. The position involves supporting all UNRWA programs by coordinating with Area Programme Officers and other staff, addressing challenges, and suggesting solutions. A critical aspect is acting as the Security and Safety focal point, identifying risks, reporting incidents, and ensuring safety protocols are in place. The role also monitors camp environments for neutrality violations and protection issues affecting refugees, working closely with Protection and Neutrality teams. Furthermore, the incumbent manages the Camp and Community Services Office, supervises staff, and contributes to area-level planning and operations. Effective communication and dissemination of UNRWA initiatives to residents are also key responsibilities, alongside managing emergency preparedness and response activities.
Responsibilities
Represent the Agency at the camp and community level, liaising with local government, security forces, refugee representatives, and NGOs to ensure service continuity, including solid waste collection. Support all UNRWA programs by organizing meetings with Area Programme Officers, coordinating with key staff, and resolving disputes among refugees. Act as the Security and Safety focal point, identifying and reporting risks and incidents, and ensuring safety plans and equipment are in place. Monitor the camp environment for neutrality violations and protection issues affecting Palestine refugees, collaborating with Protection and Neutrality teams. Plan, direct, and manage the Camp and Community Services Office, supervising staff and implementing monitoring mechanisms for service quality. Facilitate effective communication and disseminate information about UNRWA programs to residents and beneficiaries. Serve as the Emergency Preparedness and Response focal point, managing emergency activities and contributing to relevant documentation. Contribute to area-level administrative, financial, supply, transport, personnel, and building maintenance planning as part of the Area Management Team.
Work Experience
A minimum of five years' experience in humanitarian, community, or social development, preferably with UN agencies or international NGOs. Proven understanding of the humanitarian and political challenges facing Palestine refugees is essential. Knowledge of camp conditions and refugee issues is required. Residency in the West Bank or Jerusalem is desirable.
