Information Management Officer
Organizational Context
This position is within the United Nations Mission in South Sudan (UNMISS) in Juba, a non-family duty station. The Information Management Officer reports to the Team Leader of the Conflict Related Violations Unit, under the overall guidance of the Director of the Human Rights Division (HRD).
Job Purpose
The Information Management Officer supports the development and application of data collection and disaggregation guidance for human rights indicators. This role involves liaising with OHCHR on human rights violations case management and database improvements, and developing data visualizations, including maps, to report on human rights trends. The officer will review datasets, identify and gather human rights information, create data collection plans, and maintain databases to support analytics. Additionally, the role involves developing analytical reports and dashboards, supporting training activities, providing advisory services on information management and recordkeeping, and researching new information technology applications for archives and records management.
Responsibilities
Key responsibilities include supporting the development and application of data collection and disaggregation guidance for human rights indicators. The role involves liaising with OHCHR on human rights violations case management and database usability, and developing dynamic data visualizations and maps to report on human rights trends. The officer will review human rights datasets, gather information from various sources, create data collection plans, and maintain databases for analytics. Responsibilities also include developing analytical reports and dashboards, supporting training activities, providing advisory services on information management and recordkeeping practices, researching new information technology applications for archives and records management, and participating in record-keeping improvement projects. The role also entails performing reference functions, evaluating records management tools, implementing new technologies, maintaining access and declassification standards, and developing client outreach strategies.
Work Experience
A minimum of five years of progressively responsible experience in data analysis, database management, archives management, record keeping, or information management is required. Two years of experience in Human Rights data analysis, collection, and visualization systems, including GIS, within the UN common system is also required. Experience with Power BI, SharePoint Online, and Power Automate is mandatory. Experience in machine learning for conflict analysis and working in international organizations in conflict settings is desirable.
Skills
Professionalism in information management, archival, and record keeping; strong planning and organizing abilities; and technological awareness are essential. Proficiency in data analysis, database management, and visualization tools is required.
