Organizational Context

The United Nations Relief and Works Agency (UNRWA) is a UN organization established in 1949 to assist and protect approximately 5.8 million registered Palestine refugees across Jordan, Lebanon, Syria, the West Bank, and Gaza. UNRWA provides essential services including education, healthcare, and social services, operating as the largest UN entity in the Middle East with over 30,000 staff. This role is within the Programme Support Office of the UNRWA Syria Field Office.

Job Purpose

The Monitoring & Evaluation Officer is responsible for ensuring a systematic and integrated approach to evidence-based programming within the UNRWA Syria Field Office (SFO). This role provides crucial technical guidance and support to strengthen M&E frameworks, processes, and practices, thereby improving data collection, analysis, and reporting. The officer will collaborate on research initiatives, design and implement evaluations, and develop data-driven materials to enhance program quality and outcomes. By conceptualizing and developing high-quality, data-driven materials and managing a robust data management system, the incumbent will support effective communication, reporting, and decision-making, ultimately contributing to the achievement of UNRWA's mission for Palestine refugees.

Responsibilities

The Monitoring & Evaluation Officer ensures evidence-based programming for improved program quality and outcomes. They provide technical guidance to strengthen M&E frameworks, processes, and practices across the Syria Field Office (SFO), enhancing data collection, analysis, and reporting for informed decision-making. This role involves collaborating on research initiatives, including third-party monitoring and evaluations. The officer develops and monitors dashboards for outcome-based indicators, evaluates program results and impacts, and conceptualizes/designs data-driven materials such as factsheets and reports. Additionally, they design and implement a data management system for streamlined data processes and promote constructive feedback and lessons learned. The role includes supervising the Monitoring and Evaluation Assistant.

Work Experience

A minimum of five years of relevant experience in designing and implementing monitoring, evaluation, and research initiatives within international organizations or UN agencies is required. Demonstrated expertise in developing data collection and analysis tools, and producing high-quality informational materials and reports is also necessary.
