Associate Human Rights Officer (Protection of Civilians Specialist)
Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) in the occupied Palestinian territory (OPT) is responsible for promoting and protecting human rights, including women's rights, in line with UN resolutions. This role is situated within the OHCHR Ramallah Office, supporting the Head of Office in implementing these mandates.
Job Purpose
This role provides substantive support to Protection Working Groups, aiming to mainstream human rights within protection coordination mechanisms. The incumbent will analyze information, offer advisory inputs, and coordinate with humanitarian and mission partners. Key functions include timely information sharing to enhance protection response planning, integrating analytical findings into mission databases and reporting, and participating in joint protection assessments using trauma-informed, gender-, and child-sensitive approaches. The position also contributes to the development and review of protection of civilians policies and programmes, assists in preparing conflict-related sexual violence reports, and supports liaison with donors and UN entities. Additionally, the role strengthens community-based child protection mechanisms and identifies best practices for victim-centred protection policies.
Responsibilities
Provide substantive support to Protection Working Groups, integrating human rights into protection coordination through analysis, advisory inputs, and partner coordination. Share information effectively with UN entities and partners to improve protection response planning, incorporating findings into databases and reporting. Conduct joint protection assessments using trauma-informed, gender-, and child-sensitive methods, collecting and analyzing data according to established methodologies. Contribute to the formulation, implementation, and review of protection of civilians policies and programmes. Prepare analytical inputs and reports on conflict-related sexual violence and liaise with donors and organizations for coordinated responses. Support community-based child protection mechanisms through outreach, coordination, and analysis. Document and disseminate best practices in protection policies and programmes. Build and develop partnerships through research and outreach. Prepare and update training materials in collaboration with relevant partners.
Work Experience
A minimum of 2 years of experience in human rights or related fields is required. Experience in designing and delivering training programs is necessary. A minimum of 3 years of demonstrated knowledge of child protection, protection of civilians, and humanitarian frameworks is required. Experience with survivor-centred approaches and knowledge of Sexual and Gender-Based Violence (SGBV) frameworks are desirable.
