Organizational Context

The UNRWA Department of Internal Oversight Services (DIOS) Evaluation Division leads the Agency's evaluation function. It aims to strengthen learning and accountability by incorporating evaluation results into decision-making processes to improve operations. This role is based at HQ Amman and contributes to assessing the relevance, effectiveness, efficiency, impact, and sustainability of UNRWA's functions.

Job Purpose

This role supports the Chief of the Evaluation Division in managing the division's budget, financial controls, and human resource activities. It involves coordinating recruitment, administering contracts, and assisting staff with onboarding and separation. The position also plays a key role in procurement operations, organizing meetings and workshops to foster a culture of evaluation, and facilitating data collection for evaluations. The purpose is to ensure efficient administrative and operational support for the Evaluation Division's mandate and to contribute to the overall improvement of UNRWA's operations through robust evaluation processes.

Responsibilities

Key responsibilities include assisting the Chief, Evaluation Division with budget planning, financial control, and expenditure monitoring. This involves preparing budget estimates, establishing financial controls, and developing accurate reporting procedures. The role also entails coordinating human resource activities, such as recruitment, contract administration for Individual Service Providers and Limited Duration Contracts, and assisting staff with onboarding and separation. Additionally, the position is responsible for managing procurement operations, including preparing procurement plans, handling tenders, and maintaining vendor relationships. The role supports the organization of meetings and workshops to promote evaluation culture and facilitates data collection for evaluations by managing logistics and assisting with interviews and translation.

Work Experience

A minimum of 5 years of relevant professional experience is required. Experience using SAP is also a mandatory requirement. Experience in business administration, finance, or human resources is beneficial.

Skills

Excellent analytical, communication, and writing skills in English and Arabic. Experience with SAP. Familiarity with UNRWA and its programmes. Understanding of the Palestinian refugee context.
