Organizational Context
The UN Secretariat's Economic and Social Commission for Western Asia (ESCWA) is supporting the Ministry of Planning in Iraq to develop a national guide for integrating women's needs and priorities into sectoral and local policies and strategies. This initiative aims to enhance women's economic, social, and political empowerment and promote social justice.
Job Purpose
This consultancy role is crucial for supporting the development and implementation of a national guide in Iraq focused on integrating women's needs and priorities into policies and strategies. The purpose is to ensure laws are free from discrimination, promote equal access to resources and services for women, and foster their effective contribution to economic and social development. The role will contribute to establishing clear mechanisms and standards for gender mainstreaming in national development plans, ultimately strengthening women's empowerment and advancing social justice in line with national visions and Sustainable Development Goals.
Responsibilities
The consultant will be responsible for reviewing relevant documents to understand ministry mandates and outputs, and assisting in the preparation and participation in a national workshop to foster shared understanding of challenges and available resources. Key duties include drafting a national guide as a foundation for evidence-based planning, ensuring its validity with relevant teams, and preparing the final version based on workshop outcomes. Additionally, the consultant will provide input for designing and implementing a national capacity-building program to strengthen institutional and coordination mechanisms for integrating women's needs and priorities into policies and strategies.
Work Experience
A minimum of eight (8) years of professional experience in social development programs is required. Previous experience in designing, implementing, and monitoring capacity-building programs, including gender justice initiatives, is essential. Experience in developing and utilizing indicators for women's empowerment is also necessary.
Skills
Proven knowledge of key concepts and issues in women's empowerment, equality, and justice, along with relevant analytical tools. Experience in developing and using indicators for women's empowerment. Desirable: experience as a trainer or facilitator, experience with public institutions, and experience in development issues in the Arab region. Fluency in Arabic and English is required.
