Aviation Safety Officer
Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to various Haitian entities and international organizations, as mandated by Security Council resolution 2793 (2025). This role is situated within the Aviation Safety Unit of the Office of the Director of Mission Support in Port-au-Prince, reporting to the Director of Mission Support.
Job Purpose
The Aviation Safety Officer is responsible for advising senior management on aviation safety matters and for the development and management of the Mission Aviation Safety Programme (MASP). This includes overseeing hazard and risk management, safety assurance, and the Aviation Emergency Response Plan. The role involves coordinating with host country authorities and ensuring the integration of aviation risk management into all UN aviation activities. The officer will monitor safety performance, investigate occurrences, conduct inspections, and promote aviation safety awareness to maintain the highest safety standards for UN air assets and operations.
Responsibilities
Develop and implement the Mission Aviation Safety Programme (MASP) and the Aviation Emergency Response Plan, ensuring communication and drills. Monitor the integration of Aviation Risk Management and analyze safety levels through quarterly Risk Assessment Indicators. Conduct Safety Assurance activities, including monitoring Safety Performance Indicators (SPIs), and propose corrective/preventive measures and safety recommendations. Investigate aviation occurrences, hazards, accidents, and serious incidents involving UN air assets. Conduct aircraft inspections, evaluate air operators, and survey airfields. Maintain the aviation safety database, provide safety briefings, and promote safety awareness. Organize Mission Aviation Safety Council meetings, draft safety reports, and coordinate with relevant authorities.
Work Experience
A minimum of five years of progressive experience in air transportation, aviation safety, or engineering, with at least one year at the international level, is required. Experience in international operations in a post-conflict environment is also required. Expert knowledge in aviation safety management, accident investigation/prevention, and ICAO Standards is desirable.
