Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC), based in Rio de Janeiro, Brazil, focuses on developing and managing activities within the host country. This role supports the second phase of the Social Territories Program, aiming to strengthen urban poverty strategies.

Job Purpose

The Programme Coordinator will support the implementation of the Social Territories Program in Rio de Janeiro, Brazil, focusing on strengthening intersectoral strategies to address multidimensional urban poverty. This involves enhancing institutional capacity for territorial evidence, promoting social participation, and improving access to educational, cultural, and productive opportunities. The role contributes to UN-Habitat's mandate of transforming cities into safer, more inclusive, and resilient places, working collaboratively with programme, operations, and project teams to achieve organizational priorities and project objectives within a six-month duration.

Responsibilities

The Programme Coordinator is responsible for implementing the overall work plan in alignment with project documents and agreements. This includes developing detailed project plans, preparing and reviewing technical documents, and establishing project planning and monitoring systems. The role involves managing project follow-up activities, ensuring technical quality, and preparing progress reports. Key duties include identifying and mitigating project risks, systematizing knowledge exchange, and providing technical guidance on international frameworks. Financial monitoring, including tracking deadlines, fund transfers, and project amendments, is also crucial. The coordinator will liaise with technical specialists, manage teams and consultants, and ensure timely delivery of outputs. Engagement with project partners, including government counterparts and civil society, is essential for effective communication and coordination. Monitoring and evaluation data collection, progress tracking, and report preparation are also core responsibilities.

Work Experience

A minimum of seven years of progressive experience in project/programme management related to development or urban themes is required. Experience in public policies, slums, data analysis, social and urban development, and stakeholder coordination in Brazil is necessary. Experience in team management is also required. Experience with participatory workshops and within the UN System is desirable.

Skills

Proficiency in Windows and Office packages, web search engines, and technological tools. Knowledge of project management methodologies is desirable. Familiarity with GIS software (QGIS, ArcGIS) and/or programming languages (R, Python) is desirable. Competencies include Professionalism, Planning and Organization, Communication, and Teamwork. Knowledge Management skills are also important.
