Programme Analyst
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC), based in Rio de Janeiro, Brazil, focuses on developing and managing activities within the host country. This role supports the second phase of the Social Territories Program, aimed at addressing urban poverty in Rio de Janeiro.
Job Purpose
The Programme Analyst will provide crucial technical and operational support for the implementation of the Social Territories Program in Rio de Janeiro. This role is essential for achieving project objectives and advancing UN-Habitat's mandate of promoting sustainable urban development and addressing multidimensional urban poverty. The incumbent will collaborate with various teams to ensure project activities, including communication, capacity-building, and data management, are effectively executed. By contributing to strategic frameworks, participatory processes, and the preparation of technical documents, the Programme Analyst will directly support evidence-based decision-making and the successful delivery of project outcomes, ultimately contributing to improved urban living conditions and opportunities for residents.
Responsibilities
Provide technical and operational support for project activities, ensuring alignment with objectives. Collaborate on key initiatives such as communication campaigns, strategic framework development, capacity-building, and data management. Organize and deliver trainings, workshops, and consultations, employing inclusive approaches. Prepare high-quality technical documents and reports. Contribute to data collection, analysis, and management for evidence-based decision-making. Promote stakeholder engagement and coordination with government, civil society, and private sector partners. Provide logistical and technical support for meetings and events. Monitor project progress, track deliverables, and assist with procurement and recruitment processes. Identify and support mitigation of project risks and challenges. Document project activities, lessons learned, and best practices. Supervise consultants and review their deliverables. Ensure technical quality and compliance with UN-Habitat standards. Develop and disseminate knowledge products.
Work Experience
A minimum of three years of progressive experience in project/programme management related to development or urban themes is required. Experience in public policies, slums, data analysis, social and urban development, and stakeholder coordination in Brazil is necessary. Experience in team management and participatory workshop facilitation is desirable. Previous experience within the UN System is also desirable.
Skills
Proficiency in Windows and Office packages, web search engines, and technological tools. Knowledge of project management methodologies is desirable. Familiarity with GIS software (QGIS, ArcGIS) and/or programming languages (R, Python) is desirable. Strong communication, planning, organization, and teamwork skills. Professionalism and integrity are essential.
