Organizational Context
The United Nations Support Mission in Libya (UNSMIL) supports Libyan-led efforts to advance an inclusive political process, strengthen governance, and foster economic stability. The Integrated Economic Unit provides political economy analysis and policy advice to UNSMIL leadership on key economic governance issues. This role strengthens the Unit's analytical capacity to support economic reform dialogues and implementation.
Job Purpose
This role aims to enhance UNSMIL's capacity to implement economic governance recommendations by providing timely, evidence-based political economy analysis and strategic policy advice. The Economist will strengthen engagement with Libyan economic institutions and stakeholders to build consensus and operationalize reforms. The position contributes high-quality analytical products, policy options, and practical implementation pathways to inform UNSMIL's decision-making and strategic engagement on economic governance priorities, ultimately improving understanding of political economy dynamics shaping these reforms.
Responsibilities
Conduct in-depth political economy analysis on economic governance issues to inform UNSMIL's engagement. Provide evidence-based policy advice on public financial management, financial sector reform, and institutional coordination. Assess the feasibility, risks, and sequencing of reform options. Develop policy briefs, analytical papers, and recommendations for Mission leadership. Establish and maintain engagement with Libyan economic institutions, experts, and stakeholders. Support consultations to gather evidence and identify reform pathways. Conduct stakeholder mapping and analysis. Prepare analytical papers, policy briefs, and the end-of-year synthesis report. Monitor political and economic developments relevant to the Unit's mandate.
Work Experience
A minimum of 5 years of progressive experience in political economy analysis, economic governance, and public policy or governance reforms is required. Experience in stakeholder analysis, providing policy advice in complex environments, and engaging with national institutions and international partners is essential. Experience with Libya's political economy and governance landscape is required.
