Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development globally. This role supports the Mexico, Cuba, and Central America subregional office, contributing to projects focused on citizen participation, urban governance, and local capacity building. The office operates under UN-Habitat's guiding principles and mandates, aiming to mitigate negative impacts of rapid urbanization and improve urban quality of life.
Job Purpose
This role serves as a substantive contributor to the technical capacity of the UN-Habitat Office for Mexico, Cuba, and Central America, focusing on citizen participation, urban governance, and local capacity building. The Analyst will lead the design and implementation of participation and governance strategies for key projects, including the 'Local Solutions for Disaster Risk Reduction in LAC' and 'UrbanCoast Mesoamérica'. This involves developing participatory governance strategies for urban operations, integrating participation into regulatory and financial instruments, and contributing to urban solutions guides. The role also ensures methodological articulation between portfolios and provides technical support to other initiatives, establishing a stable technical hub for urban participation and governance in the subregion.
Responsibilities
Lead the design and implementation of participation and governance strategies for projects like 'Local Solutions for Disaster Risk Reduction in LAC' and 'UrbanCoast Mesoamérica'. Develop specific participatory governance strategies for each Integral Urban Operation (IUU) at the neighborhood level. Integrate local governance and capacity building components. Contribute the participatory dimension to regulatory, legal, and financial project instruments. Support the development of urban solutions guides from a governance perspective. Oversee communication, evaluation, and monitoring actions for projects. Provide technical input from a participation and governance standpoint for the participatory formulation of IUUs for urban resilience in coastal areas. Ensure methodological articulation between project portfolios and provide technical support to other initiatives, consolidating a stable technical point of contact for urban participation and governance in the subregion.
Work Experience
Four (4) years of progressive professional experience in designing, facilitating, and systematizing multi-actor participatory and governance processes. Experience in participatory urban and territorial planning, participatory budgeting, community development, or urban mediation is required. Proven experience in designing and implementing participatory methodologies for urban projects, neighborhood plans, community-level interventions, or Integral Urban Operations, preferably in Latin America and the Caribbean.
Skills
Excellent oral and written Spanish and English skills. Technical ability to draft and review specialized reports and documents on citizen participation, urban governance, and participatory planning. Knowledge of another UN official language is a plus.
