Strengthening the Recording of Hazardous Events, Impacts, Damages and Losses in Colombia
Organizational Context
The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts. It guides, monitors, and reports on the implementation of the Sendai Framework, supporting regional and national initiatives. This role contributes to Priority 1 of the Framework, focusing on understanding disaster risk.
Job Purpose
This consultancy aims to strengthen Colombia's national mechanisms for collecting and managing information on hazardous events, damages, and losses. It will facilitate the use of the DELTA Resilience system to systematically monitor disaster impacts, particularly those associated with the 2026-2027 El Niño event. The role involves consolidating information, analyzing impacts, identifying gaps, and providing recommendations to improve national disaster impact recording and coordination. The ultimate goal is to enhance understanding of disaster impacts and support better disaster risk reduction strategies.
Responsibilities
Collect, systematize, and consolidate information on hazardous events, damages, and losses in Colombia, focusing on the 2026-2027 El Niño event. Monitor a range of hazards including drought, extreme heat, wildfires, and floods, following UNDRR methodology and the DELTA Resilience system structure. Record event characterization, geographical and temporal details, impacts on people (disaggregated by gender and disability), affected sectors, damages, losses, and response measures. Coordinate with relevant institutions to identify information sources, strengthen inter-institutional collaboration, and document methodological challenges. Develop a consolidated database, analyze El Niño event impacts, and identify opportunities for improvement in national recording mechanisms. Prepare technical reports, presentations, and a case study, and support the dissemination of results through a webinar.
Work Experience
A minimum of five years of experience in collecting, analyzing, or estimating disaster damages and losses is required. Experience in database management and analysis is also required. Experience working with government institutions responsible for disaster risk reduction and with national disaster information systems is desirable.
