The UN Technology Bank for the Least Developed Countries, established by UN General Assembly resolution 71/251, aims to strengthen science, technology, and innovation capacity in LDCs. It promotes national and regional strategies, fosters partnerships, and facilitates technology transfer. This Finance and Budget Assistant role supports the Administrative Officer within the Gebze, Türkiye office.

Job Purpose

The Finance and Budget Assistant provides crucial support to the Administrative Officer at the UN Technology Bank for the Least Developed Countries. This role is integral to the effective financial management and operational efficiency of the organization. The incumbent will assist in budget preparation, monitoring expenditures, and processing payments, ensuring compliance with UN policies and procedures. By supporting budget reviews, analyzing variances, and maintaining financial databases, the assistant contributes to informed decision-making and the successful implementation of the Technology Bank's mandate to enhance science, technology, and innovation in LDCs. This position plays a key role in the financial operations that underpin the Bank's mission.

Responsibilities

The Finance and Budget Assistant is responsible for supporting budget processes, including reviewing and preparing medium-term plans, cost estimates, and budget proposals for staff and non-staff requirements. This involves assisting managers with resource elaboration, conducting research for budget reviews, and monitoring expenditures against approved budgets, making necessary adjustments. The role includes reviewing requisitions to ensure correct expenditure coding and fund availability. Additionally, the assistant will help prepare budget performance reports, analyze variances, and maintain the integrity of financial databases, verifying data accuracy and consistency. Responsibilities also extend to reviewing and preparing payments for third parties and commercial entities for various claims, and preparing payment requests. General duties include staying updated on relevant guidelines, responding to financial inquiries, maintaining files, and assisting with data collection, analysis, and report preparation.

Work Experience

A minimum of seven years of experience in finance, budget, accounting, or administrative services is required. This requirement is reduced to five years for candidates holding a first-level university degree or higher. Experience with UN or similar international organization operating procedures, financial rules, and procurement is desirable. Experience with ERP systems, managing extra-budgetary resources, preparing work program/budget documents, and data analytics is also desirable.

Skills in identifying and resolving data discrepancies. Competence in data analysis, modeling, and interpretation. Strong teamwork, planning, and organizational abilities.
