CCAC Technical Consultant - Expert on Super Pollutants, NDC 3.0 and MRV for the Dominican Republic
Organizational Context
The United Nations Environment Programme (UNEP) hosts the Secretariat for the Climate and Clean Air Coalition (CCAC) in Paris. The CCAC is a global initiative focused on integrated climate and air quality solutions, particularly reducing short-lived climate pollutants (SLCPs). This role supports the Dominican Republic's efforts to enhance its climate ambition and meet its NDC 3.0 commitments.
Job Purpose
This consultancy aims to strengthen the Dominican Republic's capacity to develop and manage robust, transparent, and internationally aligned Monitoring, Reporting, and Verification (MRV) systems for Greenhouse Gases (GHGs) and Short-Lived Climate Pollutants (SLCPs), with a specific focus on methane (CH4) and hydrofluorocarbons (HFCs). The role will ensure high-quality data collection, rigorous quality assurance/quality control (QA/QC), and timely reporting. This will support national planning, fulfill international obligations under the Paris Agreement, and track co-benefits of climate actions, contributing to the country's enhanced climate ambition and NDC 3.0 targets.
Responsibilities
The consultant will be responsible for developing and managing robust MRV systems for GHGs and SLCPs, particularly CH4 and HFCs. This includes ensuring high-quality data collection, implementing rigorous QA/QC procedures, and facilitating timely reporting to support national planning and international obligations. Key duties involve assessing regulatory, institutional, and technical gaps in key emitting sectors, developing detailed action plans for SLCP mitigation, and creating preliminary climate investment plans. The consultant will also design or enhance MRV tools for specific sectors and conduct pre-investment studies to identify climate project opportunities and pathways to carbon markets.
Work Experience
A minimum of 5 years of experience in GHG or SLCP inventory development, MRV system design, or climate transparency frameworks is required. Experience with national and international climate policy frameworks, including the Paris Agreement and Article 6 mechanisms, is necessary. In-depth knowledge of GHG mitigation and MRV systems, especially for CH4 and HFCs, is essential. Experience with public institutions in the Dominican Republic is highly desirable.
