HR Assistant (60% APAS and 40% PLRH)
Organizational Context
The Universal Postal Union (UPU), a specialized agency of the United Nations with 192 member countries, serves as the primary forum for cooperation within the postal sector. It aims to ensure a universal network of modern postal products and services. This role operates within the General Service category under local recruitment procedures.
Job Purpose
The HR Assistant will serve as the HR focal point, reporting to the Staff Administration and Social Affairs (APAS) and Human Resources Planning and Development (PLRH) Programme Managers. The role is crucial for administering staff travel, including statutory and duty travel, and managing relocations/removals upon appointment and separation. Additionally, the incumbent will assist in recruiting freelance interpreters for conferences and coordinate with IT support for the HR ERP system (Hubdrive) and HR web pages. This position contributes to the efficient and compliant operation of HR services within the UPU, ensuring smooth logistical and administrative support for staff and UPU activities.
Responsibilities
Administer staff travel, including preparation and approval of travel plans, validation of travel requests, cost estimates, and advances. Provide guidance on entitlements, procedures, and economical travel arrangements. Process travel authorizations and claims, maintaining accurate records and preparing reports. Manage household goods shipment/transport for staff appointments and separations, liaising with external movers and ensuring cost-effectiveness. Act as the focal point for recruiting and contracting freelance conference interpreters, managing their engagements and payments through the ERP system. Support the maintenance and updates of the HR ERP system (Hubdrive) and HR web pages, acting as a super user for relevant modules. Provide backup support for other HR functions as needed.
Work Experience
A minimum of five years of experience in administration or human resources is required. Fewer years of experience may be accepted if compensated by a university degree in Administration or Social Science.
