Legal Officer
Organizational Context
This position is within the Office of the President at the Arusha branch of the International Residual Mechanism for Criminal Tribunals (Mechanism). The incumbent reports to the President and the Chef de Cabinet and Principal Legal Advisor, providing crucial legal, policy, and administrative support for the President's mandated functions.
Job Purpose
The Legal Officer provides specialized legal, policy, administrative, and judicial advice to support the President's mandated functions. This includes drafting and reviewing official documents such as orders, decisions, policies, and correspondence. The role involves conducting and supervising legal research, particularly in international humanitarian and criminal law, and monitoring regional developments. Additionally, the incumbent assists the President with enforcement of sentences, detention conditions, and external relations, representing the President's Office in meetings and coordinating with various sections across both branches of the Mechanism.
Responsibilities
Key duties include providing expert legal, policy, administrative, and judicial advice aligned with the President's mandate. This involves drafting and reviewing a wide range of documents, including orders, decisions, policies, reports, and correspondence. The role requires conducting and supervising legal research focused on international humanitarian and criminal law, and monitoring relevant regional developments. The Legal Officer will also support the President in matters concerning sentence enforcement, detention conditions, and external relations, including press and communication. Representation of the President's Office in institutional meetings and coordination with other sections across both branches of the Mechanism are also essential functions. Data analysis for planning and decision-making using visualization methods is also part of the responsibilities.
Work Experience
A minimum of five years of progressive professional legal experience at the national or international level, with a focus on criminal, international, humanitarian, or administrative law, is required. Experience with UN International Criminal Tribunals, detention and sentence enforcement matters, and data analytics is desirable.
