Organizational Context
The Programme Management Assistant position is situated within the Human Rights Service of the United Nations Assistance Mission in Afghanistan (UNAMA) in Kabul. The role operates under the supervision of a Human Rights Officer/Team Leader, with guidance from a Senior Human Rights Officer, contributing to the service's operational and administrative functions.
Job Purpose
The Programme Management Assistant plays a crucial role in supporting the Human Rights Service of UNAMA by coordinating programme and project planning, preparation, and monitoring. This involves assisting with budget proposals, tracking project progress, and ensuring compliance with organizational procedures. The role also provides essential administrative and logistical support for programme implementation, including liaising with various units, managing documentation, organizing meetings and events, and handling routine administrative tasks. Additionally, the assistant may be involved in drafting correspondence, summarizing project data, and providing translation or interpretation services as needed, ensuring the smooth execution of the Human Rights Service's mandate.
Responsibilities
Key responsibilities include assisting in the coordination of programme and project planning and preparation for the Human Rights Service, monitoring proposals, and reviewing project documents for compliance. The role involves researching and summarizing information, preparing and analyzing budget proposals, and ensuring accurate entry into financial systems like Umoja. Monitoring and evaluating programmes/projects by tracking data, analyzing expenditures, and reporting on budget revisions are also critical. The assistant will serve as a focal point for administrative coordination, liaising with diverse units to facilitate recruitment, travel, training, payments, and procurement. Providing general office assistance, maintaining electronic files and databases, organizing meetings and events, and drafting correspondence related to programme administration are also key duties. Translation and interpretation services may be required.
Work Experience
A minimum of five years of progressively responsible experience in programme or project administration, technical cooperation, or a related field is required. This is reduced to four years for candidates with a first-level university degree. Experience in data management, analytics, report writing, and financial management is essential. Experience with vulnerable populations is desirable.
