Organizational Context

The United Nations Support Office in Haiti (UNSOH) in Port-au-Prince provides support to key Haitian entities and international organizations, including the Gang Suppression Force, BINUH, Haitian National Police, and the Organization of American States. The Human Resources Officer P-4 role is situated within the Operation and Resources Management pillar, reporting to the Chief Human Resources Management Section.

Job Purpose

The Human Resources Officer (P-4) is responsible for managing the full spectrum of human resources activities within UNSOH, ensuring consistent application of Staff Rules and procedures. This includes providing expert advice on conditions of service, developing and implementing HR policies, and coordinating workforce planning and outreach. The role involves advising senior management on recruitment and other HR matters, overseeing entitlements, and supporting the performance management system. Additionally, the incumbent will manage HR aspects related to mission drawdown and liquidation, supervise HR staff, and facilitate dialogue between management and staff unions, contributing to effective HR operations and staff welfare.

Responsibilities

The Human Resources Officer manages comprehensive HR staffing activities, including classification, recruitment, placement, performance management, and separations, ensuring adherence to UN Staff Rules and procedures. Responsibilities include providing expert advice on conditions of service, developing and implementing HR policies, and coordinating workforce planning and outreach. The role involves representing the organization in departmental panels, supporting HR audits, and advising on candidate selection to ensure diversity. The incumbent also manages entitlements, advises on travel policies, and oversees the performance appraisal system, providing guidance and support to mission components. Furthermore, the role addresses staff grievances, coordinates responses within the Administration of Justice system, supports mission drawdown and liquidation planning, supervises HR staff, and facilitates dialogue with staff unions.

Work Experience

A minimum of seven years of progressive experience in human resources management or administration is required. Experience in workforce management, administration, and talent acquisition is essential. Experience in complex, volatile, or post-conflict environments and implementing change management in start-up missions is desirable.
