Organizational Context
The UN Secretariat's Resident Coordinator System (RCS) in Togo is responsible for coordinating UN development support aligned with national priorities to achieve the 2030 Agenda. This role is part of an essential evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027, a key partnership document.
Job Purpose
This consultancy focuses on evaluating the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Togo. The purpose is to assess the framework's contribution to sustainable development results, human rights, gender equality, and the integration of risks and opportunities. The evaluation will analyze the UN's adaptability to institutional constraints and socio-economic vulnerabilities, with a focus on transformative approaches to gender equality and rights-based principles. The findings will inform lessons learned for the development of future cooperation frameworks, promoting transparency, results, and adaptive learning for the 2030 Agenda.
Responsibilities
The consultant will evaluate interventions under Priority 3 of the UNSDCF, focusing on governance capacity building, access to rights and justice, security, social cohesion, peace, and partnerships. This includes providing contextual insights into the functioning, relevance, and effectiveness of UN initiatives in strengthening governance within a challenging and transforming environment. The role involves contributing to the development of the initial evaluation report, preliminary findings report, and the final evaluation report, ensuring adherence to length and formatting guidelines. The consultant will work under the supervision of the International Consultant and in collaboration with national counterparts and the steering committee.
Work Experience
A minimum of five years of proven professional experience in governance, public sector reform, institutional capacity building, or the rule of law in Togo or similar contexts is required. Significant experience in results-based management is also necessary. Experience contributing to governance and peace/security program evaluations is essential.
Skills
Proven experience in governance, public sector reform, institutional capacity building, rule of law. Results-based management. Data collection and analysis. Knowledge of UN programming principles, CEDAW, and SDGs. Experience in evaluating governance and peace/security programs. Understanding of Togo's political and institutional context. Knowledge of inclusive governance, citizen participation, and anti-corruption principles is desirable. Ability to consult with diverse stakeholders is an asset. French proficiency required; English knowledge desirable.
