Security Officer
Organizational Context
This position is based in Villavicencio, Colombia, within the United Nations Verification Mission in Colombia (UNVMC) and the UNDSS Integrated Security Workforce. The Security Officer reports to the Field Security Coordination Officer (FSCO) under the overall supervision of the Chief Security Adviser/Officer (CSA/CSO), contributing to the mission's security operations.
Job Purpose
The Security Officer serves as a Regional Security Officer (RSO) responsible for managing security procedures within their Area of Responsibility (AOR). This includes developing and implementing security contingency plans, contributing to Security Risk Management with a gender analysis, and assessing local security conditions to advise UN personnel. The role involves active participation in the local Security Cell, evaluating evacuation capabilities, coordinating emergency response systems, and monitoring security operations. Additionally, the incumbent advises on security matters, identifies training needs, inspects security equipment, and investigates security-related incidents, ensuring the safety and security of UN personnel and assets.
Responsibilities
The Security Officer assists the Field Security Coordination Officer (FSCO) with office management and may supervise a Security Unit. Key duties include developing and monitoring security contingency plans, participating in Area Security Management Team meetings, and contributing to Security Risk Management. The role involves assessing local security conditions, advising UN personnel on security issues, and serving as a member of the local Security Cell. Responsibilities extend to evaluating evacuation capabilities, coordinating emergency response systems, and monitoring security operations. The incumbent will also maintain communication with stakeholders, brief supervisors on unit status, ensure fire safety measures, conduct physical security inspections, manage guard forces, and provide security advice and training. Investigating security incidents and recommending improvements to security capabilities and equipment are also core functions.
Work Experience
A minimum of eight years of progressive experience in military, police, or security management is required, with at least two years at the international level and one year in a conflict or post-conflict environment. Experience in security planning, operations, risk assessment, physical security, crisis management, and liaising with local authorities is desirable.
