Programme Management Officer
Organizational Context
This role is within the Innovation & Analytics Hub at the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The Hub leads the office-wide digital transformation strategy and supports key areas like Data & Analytics, Human Rights Statistics, Early Warning & Prevention, and Applied Innovative Technology. The Programme Management Officer reports directly to the Chief of the Hub.
Job Purpose
The Programme Management Officer will support the Innovation & Analytics Hub in its mission to drive digital transformation and enhance OHCHR's capabilities in data, analytics, statistics, foresight, and innovative technology. This involves participating in the development, implementation, and evaluation of programmes and projects, monitoring progress, and identifying solutions to challenges. The role requires conducting research, analyzing information from diverse sources, and assisting in policy development. A key aspect is preparing various written outputs, providing substantive support for meetings and conferences, and coordinating budget and funding activities. The officer will also collect and analyze data, using visualization methods to inform planning and decision-making, and perform other related duties as required to ensure the effective functioning of the Hub's initiatives.
Responsibilities
The Programme Management Officer will be responsible for participating in the development, implementation, and evaluation of assigned programmes and projects, monitoring their progress, and identifying and resolving issues. This includes conducting consulting assignments, facilitating workshops, and fostering partnerships. The role involves researching, analyzing, and presenting information, as well as assisting in policy development and conducting surveys. The officer will prepare written outputs such as background papers and reports, and provide substantive support for meetings and conferences. Additionally, responsibilities include coordinating budget and funding activities, resource mobilization, and donor reporting. A significant duty is collecting and analyzing data to identify trends and provide insights through data visualization for planning and decision-making. The role also encompasses outreach activities, training, and potentially leading field missions.
Work Experience
A minimum of five years of progressive experience in project or programme management is required. Experience in developing and delivering data, digital transformation, or innovation programmes, including business analysis and stakeholder engagement, is essential. Experience in partnership development, resource mobilization, and donor relations is also required. Desirable experience includes strategic outreach, event planning, and using graphic design and workflow management tools.
