Organizational Context

The United Nations Office at Nairobi (UNON) serves as the UN headquarters in Africa, supporting UNEP, UN-Habitat, and the Resident Coordination System. Located within the Department of Security and Safety Service (DSS) in Nairobi, this role contributes to providing essential administrative, security, conference, and information services to UN offices and delegates.

Job Purpose

This role is responsible for providing leadership and supervision within the Security and Safety Service (SSS) at UNON. The incumbent will plan and direct team assignments, conduct daily briefings, and supervise staff to ensure effective execution of duties and adherence to security protocols. Key functions include monitoring posts, supervising control room operations, conducting investigations, and ensuring the proper functioning of security equipment. The role also involves coordinating activities, preparing reports on events and investigations, and making recommendations for operational improvements. Additionally, the incumbent will brief personnel on security threats, manage specific areas during heightened security, and provide guidance and input for performance evaluations, ultimately contributing to the overall safety and security of the UN Complex.

Responsibilities

Provide leadership and supervision to the security team, including planning assignments, giving daily work instructions, and ensuring team members are equipped for duty. Conduct daily briefings and assign officers to posts. Supervise staff and conduct inspections to ensure proper discharge of duties. Examine and certify subordinate reports for accuracy. Assign cases to investigators and direct complex investigations. Enforce safety and security rules within the UN Complex, supervising control room operations and electronic surveillance. Coordinate team activities, reporting daily events and investigation outcomes, and recommending improvements. Ensure security equipment and vehicles are functional, supervise accident response, and prepare incident reports. Conduct preventive searches and maintain up-to-date security plans. Respond to assistance requests, provide first aid, and address security queries. Brief officers on threats and operational plans, and assume control of areas during heightened security. Counsel, coach, and mentor subordinate officers, providing input for performance evaluations. Prepare written reports on unusual incidents and make recommendations on security operations. Assist with data collection, analysis, and report preparation for information sharing and decision-making.

Work Experience

A minimum of five years of progressive experience in security, risk, disaster, or emergency management is required. This can be in national security, military, police, or corporate environments. The minimum experience is reduced by two years for candidates with a first-level university degree. Two years of international experience in security management and experience providing security coordination and supervisory support for an international organization are desirable.
