Programme Management Officer
Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA), part of the UN Secretariat, coordinates humanitarian actors for effective emergency response. This role sits within the Information Services Section, Humanitarian Sector Division, and the incumbent will serve as Head of Unit for the Community Platforms Unit in Nairobi, Kenya.
Job Purpose
The Programme Management Officer will serve as the product manager for ReliefWeb, providing strategic leadership and defining its long-term roadmap to align with organizational priorities and humanitarian user needs. This involves developing, implementing, and evaluating programmes and projects, monitoring progress, and identifying solutions. The role requires facilitating workshops, developing workplans, and managing change by balancing stakeholder needs, technical feasibility, and organizational capacity. Building relationships with other OCHA platforms, such as Humanitarian Data Exchange, is crucial for developing common data standards and AI integration, ensuring a coherent strategic approach. The incumbent will also research, analyze information, coordinate policy development, and generate survey initiatives to understand user needs, designing and analyzing data collection tools.
Responsibilities
Key responsibilities include serving as the product manager for ReliefWeb, defining its strategic roadmap and ensuring alignment with organizational priorities and user needs. This involves developing, implementing, and evaluating programmes and projects, monitoring progress, and initiating corrective actions. The role requires facilitating workshops, developing workplans, and managing change by balancing stakeholder priorities, user needs, technical feasibility, and organizational capacity. Building relationships with other OCHA platforms is essential for common data standards and AI integration. Responsibilities also include researching and analyzing information, coordinating policy development, and conducting user needs assessments through surveys. The incumbent will prepare written outputs, coordinate outreach activities, conduct training, and manage budget-related activities. Additionally, the role involves supervising teams, liaising with technical teams on platform requirements, and analyzing data for insights and reporting using visualization methods.
Work Experience
A minimum of seven years of progressive experience in project or programme management is required. Additionally, at least three years within the last seven years of experience managing digital or data products is mandatory. Experience with agile methodologies for technical product development, in a humanitarian context within the UN or comparable international organization, and at least three years of international field experience in aid operations are desirable.
