Organizational Context

The United Nations Environment Programme (UNEP) seeks a Strategy Development Specialist for the Climate Technology Centre and Network (CTCN) Secretariat in Copenhagen, Denmark. This role supports the development of the CTCN's fourth Programme of Work and contributes to the Technology Mechanism's Joint Work Programme, aligning with UNEP's strategic objectives.

Job Purpose

The primary purpose of this role is to lead and support the strategic development of the Climate Technology Centre and Network (CTCN)'s fourth Programme of Work (PoW) for 2028-2032. This involves comprehensive document review, facilitating internal consultations, engaging with diverse stakeholders, and proposing methodologies for PoW validation. The role also contributes to the development of the Technology Mechanism's Joint Work Programme, identifying synergies and providing essential inputs. Furthermore, the incumbent will devise strategies for promoting the new PoW, enhancing outreach to stakeholders for resource mobilization, and representing CTCN in partner engagements, ultimately ensuring the effective implementation and alignment of CTCN's strategic vision with global climate technology needs.

Responsibilities

Key responsibilities include supporting the development of the CTCN's fourth Programme of Work by reviewing relevant UN decisions and reports, facilitating internal team consultations to identify lessons learned and strategic priorities, and conducting participatory consultations with key stakeholders. The role involves proposing methodologies, tools, and timelines for PoW development and validation, ensuring alignment with the Paris Agreement Technology Framework and CTCN's Theory of Change. Responsibilities also encompass preparing draft PoWs with clear mandates, objectives, targets, and budgets, presenting them to the Advisory Board, and finalizing them based on feedback. Additionally, the role contributes to the Technology Mechanism's Joint Work Programme by identifying synergies between CTCN and TEC, attending consultation meetings, and providing inputs. Developing strategies for PoW dissemination, promotion, and stakeholder outreach for resource mobilization is also a core duty, alongside providing strategic advice and representing CTCN in partner engagements.

Work Experience

A minimum of 10 years of experience in climate change and environmental issues, including climate technology, is required. Proven success in developing organizational strategy documents that link strategic visions with practical solutions is essential. Experience within a UN or multilateral organization, particularly supporting a constituted body or mechanism, is desirable.
