Programme Management Officer
Organizational Context
This position is within the Automated System for Customs Data (ASYCUDA) Programme, part of the Division on Technology and Logistics (DTL) at UNCTAD in Tirana, Albania. The Programme Management Officer (Customs) reports to the ASYCUDA Regional Coordinator for Europe and Central Asia Region, supporting customs administrations in the region.
Job Purpose
The Programme Management Officer (Customs) provides substantive assistance and functional support to the Albania Customs Administration and National Project Teams. The role involves participating in the development, implementation, and evaluation of UNCTAD/ASYCUDA systems and projects, monitoring progress, and identifying solutions to implementation challenges. It also includes analyzing EU customs legislation, assisting in policy development, preparing functional specifications for system enhancements, and advising on the integration of ASYCUDA functionalities. The officer will conduct research, prepare reports, support meetings, conduct training, lead field missions, and coordinate budget and funding activities.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of UNCTAD/ASYCUDA EU-compatible systems and projects. This involves monitoring and analyzing programme/project progress, reviewing documents, identifying issues, and proposing corrective actions. The role requires performing consulting assignments, facilitating workshops, and assisting clients in developing action plans for change management. Analysis of EU customs legislation and procedures related to automation and integration is crucial. The officer will also assist in policy development, research, and preparing functional specifications for system enhancements. Providing advice on ASYCUDA functionalities, conducting surveys, preparing various written outputs, supporting meetings, and undertaking outreach activities like training workshops are also key duties. Leading field missions and coordinating budget and funding activities are further responsibilities.
Work Experience
A minimum of five years of progressive experience in project or programme management, administration, or a related area, specifically including the digitalization of customs procedures, is required. Experience in organizing and delivering functional training courses within governmental organizations is desirable, as is experience working in an international environment.
