Organizational Context

The United Nations Environment Programme (UNEP) convenes the Climate and Clean Air Coalition (CCAC), a partnership focused on integrated climate and air quality solutions. The CCAC Secretariat provides support for this initiative, which addresses short-lived climate pollutants (SLCPs). This role is based in Paris and supports the CCAC's work programme.

Job Purpose

The CCAC Senior Programme Specialist will provide high-level expert support for the design, management, and delivery of CCAC programmes and portfolios. This role is crucial for ensuring strategic positioning, effective execution, and alignment with broader CCAC priorities. The specialist will offer authoritative advice, develop strategies for complex partnerships and senior stakeholder engagement, guide cross-functional delivery, and identify emerging opportunities and risks. The position contributes to reducing near-term warming by focusing on fast action against SLCPs, supporting the CCAC's unique mandate in integrated climate and air solutions.

Responsibilities

Provide strategic, programmatic, or technical advice for assigned CCAC portfolios, functions, or initiatives. Develop proposals with clear priorities, delivery strategies, workplans, and partnership arrangements aligned with CCAC objectives. Advise on complex engagement with governments, partner organizations, funders, and other senior stakeholders. Support major projects and grants, ensuring effective management of scope, resources, timelines, risks, quality, and results. Provide quality assurance and advice on high-level strategies, proposals, and technical outputs. Present CCAC priorities in senior policy and technical forums. Identify strategic opportunities, delivery constraints, resource needs, and emerging risks, providing clear recommendations. Mobilize and coordinate expertise across Secretariat functions and partner networks to deliver shared priorities and integrated outcomes.

Work Experience

A minimum of 10 years of progressively responsible professional experience in programme or portfolio leadership, climate change, air pollution, or sustainable development is required. Demonstrated experience in leading complex multi-stakeholder partnerships, advising senior officials, and providing strategic direction and quality assurance is essential. Experience in an international or developing-country context is also required.
