Organizational Context

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is implementing the Sustainable Management and Resource Efficient Transformation (SMART) project to accelerate its transition toward low-carbon operations. This consultancy role is within the Department of Planning at UNRWA Headquarters in Amman, supporting the L&D workstream of the SMART Project.

Job Purpose

This consultancy aims to operationalize and deliver a comprehensive environmental sustainability training program across UNRWA staff groups. The role will lead the rollout of the Environmental Sustainability Training Framework, focusing on strengthening behavioral change and practical application of sustainability practices. Key objectives include expanding eLearning systems, supporting the establishment of a Monitoring, Evaluation, and Learning (MEL) system, institutionalizing sustainability learning within HR processes, building a Training of Trainers (ToT) system, and supporting the development of technical and operational sustainability learning programs. The ultimate goal is to embed sustainability into UNRWA's systems, structures, procedures, and decision-making, enhancing in-house capacity and staff engagement.

Responsibilities

The consultant will operationalize and deliver a six-module training program for relevant staff groups and lead the rollout of the Environmental Sustainability Training Framework. Responsibilities include strengthening behavioral change and the practical application of sustainability practices, expanding eLearning and blended learning systems, and supporting the establishment of a comprehensive Monitoring, Evaluation, and Learning (MEL) system. The role also involves institutionalizing sustainability learning within HR systems and organizational processes, building a sustainable Training of Trainers (ToT) system, and supporting the development and delivery of technical and operational sustainability learning programs across various functional areas such as fleet management, procurement, infrastructure, travel, and human resources. The work supports the UNRWA SMART project's objective to accelerate the transition toward low-carbon operations and embed environmental sustainability across the Agency.

Work Experience

Requires at least five years of progressive experience in technical program delivery, including training and capacity building, with a strong emphasis on practical training in engineering or environmental sustainability. At least two years of experience must be specifically related to environmental sustainability and renewable systems. Two years of relevant international experience and demonstrated experience delivering hands-on, field-oriented training are also necessary.

Skills

Strong knowledge of environmental sustainability and engineering concepts (climate change, energy efficiency, resource management, circular economy, pollution prevention, waste minimization, sustainable procurement, environmental reporting). Excellent facilitation and communication skills for engaging diverse audiences, particularly technical staff. Experience in delivering training related to infrastructure projects, energy audits, or renewable energy installations is highly desirable. Fluency in Arabic is highly desirable.
