IT Adviser (Consultant)
Organizational Context
The UNRWA Ethics Office, established in 2009 at Headquarters in Amman, Jordan, aims to foster a culture of ethics, integrity, and accountability. This role supports the Commissioner-General's office by assisting in the development of crucial case management databases for the Ethics Office, enhancing trust and credibility in UNRWA.
Job Purpose
This consultancy aims to provide expert IT advisory services to the UNRWA Ethics Office and its Department of IT (DITID). The primary purpose is to support the development and enhancement of case management databases and other IT solutions. This includes ensuring the proposed applications meet identified needs, are fit for purpose, and align with best practices for data security and privacy. The role contributes to the operational efficiency and integrity of the Ethics Office by leveraging IT expertise to manage sensitive information and support ethical conduct within the organization.
Responsibilities
The IT Adviser will undertake quality assurance and user testing for a third-party-developed case management system using Zoho ManageEngine, ensuring it meets user needs. Responsibilities include advising the Ethics Office and DITID on IT user requirements, particularly for systems managing Area Staff Declarations of Interest. The role also involves supporting market research for suitable software applications and providing expert advice on data security and privacy best practices, considering the sensitivity of personal information and UNRWA's operational context.
Work Experience
A minimum of seven years of relevant IT experience is required, including advisory roles, software development, and quality assurance. Experience in testing and assuring quality of third-party vendor software, developing/testing within a Microsoft environment (Azure, SQL, Active Directory), and defining IT user needs/scope of work are essential.
