Organizational Context

The Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to conduct a national assessment on the economic inclusion and empowerment of persons with disabilities in Jordan. This role is based at UN-House, ESCWA, and is for an expected duration of 3 months. The assessment will inform the development of a national strategy.

Job Purpose

The purpose of this consultancy is to conduct a comprehensive national assessment on the economic inclusion and empowerment of persons with disabilities in Jordan. This assessment will analyze existing legislation, policies, and interventions, identify systemic barriers, and map institutional gaps. The findings will serve as the foundational analytical output for developing the National Strategy for the Economic Empowerment of Persons with Disabilities in Jordan. The role aims to support evidence-based policymaking and strengthen national capacities to advance disability-inclusive economic development, ultimately contributing to the improved livelihoods and participation of persons with disabilities in Jordan's labor market and society.

Responsibilities

The consultant will conduct a thorough desk review of national legislation, strategies, policies, and statistical data related to disability inclusion. This includes synthesizing evidence on economic, social, legal, and institutional factors. The role involves analyzing key sectors such as education, skills development, employment, entrepreneurship, social protection, and accessibility, applying an intersectional gender lens. The consultant will design and implement an inclusive research methodology, including qualitative fieldwork such as key informant interviews and focus group discussions with diverse stakeholders. Responsibilities also include drafting a comprehensive assessment report with actionable recommendations, facilitating a validation workshop with national stakeholders, and finalizing the report based on feedback.

Work Experience

A minimum of 7 years of proven work experience is required in areas such as social policy, social research, and disability inclusion, specifically within the Arab region. This experience is essential for conducting the national assessment effectively.

Skills

Proficiency in English and Arabic (speaking, reading, writing, understanding) is required. Experience in social policy, social research, and disability inclusion in the Arab region is essential. Skills in qualitative research methodologies, data analysis, report writing, and stakeholder engagement are necessary for this role.
