Organizational Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority within the UN system. This consultancy is situated within UNEP's Climate Change Division, specifically the Mitigation Branch, Global Funds Mitigation and Transparency, Latin America and the Caribbean (LAC) team. The role supports the development of GEF-funded climate change mitigation projects in the LAC region.

Job Purpose

The purpose of this consultancy is to develop and finalize the CEO endorsement request package for two Global Environment Facility (GEF) mitigation projects: CBIT II in Cuba and CBIT II in Paraguay. This involves compiling all substantive project elements, ensuring alignment with GEF and UNEP guidelines, and coordinating with national consultants, governments, and stakeholders. The role contributes to the effective design and approval of climate change mitigation initiatives in Latin America and the Caribbean, ensuring they meet national priorities and international standards for sustainable development.

Responsibilities

Lead the preparation and finalization of the CEO endorsement document and its attachments for the Cuba and Paraguay CBIT II projects. Coordinate the development and implementation of the Stakeholder Engagement Plan. Design all substantive elements of the CEO endorsement document, including the log-frame, budget, indicators, baseline and alternative scenarios, stakeholders, risks, consistency with national priorities, institutional arrangements, gender action plan, knowledge management, theory of change, and monitoring and evaluation. Develop a strategy and methodology for package preparation, ensuring adherence to GEF and UNEP templates. Align substantive elements with national strategies through expert consultations. Support national consultants in organizing and conducting stakeholder consultation and validation workshops. Prepare mission and workshop reports. Conduct gender analysis and prepare a gender action plan. Draft responses to reviews from UNEP's Project Review Committee and the GEF Secretariat. Inform UNEP on work status and potential risks.

Work Experience

A minimum of 5 years of experience in developing, assessing, evaluating, or managing projects in climate change, renewable energy, environment, or development is required. Within this, at least 3 years of experience in Climate Change within Latin America and the Caribbean is necessary. Experience in drafting project proposals and assessing project documents, including financial aspects, is also required. Experience with GEF or UNEP projects and working with multilateral/bilateral funding entities is desirable.
