Construction & Operations Regulation Expert
Organizational Context
The United Nations Environment Programme (UNEP), through the Global Alliance for Buildings and Construction (GlobalABC), is seeking a national consultant in Cambodia. This role supports the development of green building regulatory frameworks, focusing on construction and operational phases. The consultant will work closely with Cambodian government ministries to advance the national green building agenda.
Job Purpose
The purpose of this role is to provide technical support for developing construction- and operational-phase implementation guidelines for Cambodia's green building regulatory framework. The consultant will review existing guidelines, develop inception reports, and create comprehensive national green building guidelines. This work is crucial for facilitating the effective rollout of green building regulations, ensuring alignment with national priorities, institutional arrangements, and local stakeholder needs. The consultant's contribution will directly support the Cambodian government's efforts to promote sustainable construction practices and achieve its green building agenda.
Responsibilities
Develop national green building guidelines for construction and operation, to be endorsed by the Cambodian government. Produce an inception report by reviewing similar guidelines and relevant literature to consolidate ideas for green building guidelines. Upon approval of the inception report, further develop these ideas into comprehensive national green building codes. Provide technical support for the development of construction- and operational-phase implementation guidelines for the country's green building regulatory framework. Focus on compliance monitoring, enforcement, commissioning, and building operations. Collaborate with UNEP, GlobalABC, and relevant Cambodian ministries (MLMUPC, MoE) to advance the green building agenda. Ensure guidelines align with national priorities, institutional arrangements, and local stakeholder needs. Provide technical and coordination support for the rollout of Cambodia's green building regulations.
Work Experience
A minimum of five years of professional experience is required, including experience in the buildings and construction sector, climate change, energy efficiency, and/or building operations management. Prior experience or exposure to working with international organizations is desirable.
