Consultancy on Coordinator of the High-level Working Group
Organizational Context
The Economic Commission for Africa (ECA) coordinates the Africa High-level Working Group on the Global Financial Architecture. This group comprises African ministers, regional development banks, and international financial institutions. Its mandate is to monitor and respond to economic shocks affecting African countries and to build consensus on reforming the global financial architecture.
Job Purpose
The purpose of this consultancy is to provide essential substantive and coordination support to the Africa High-level Working Group on the Global Financial Architecture, acting as its secretariat. The role involves monitoring global economic developments and their impact on Africa, analyzing financial architecture reform policies, and developing key reform proposals. The consultant will contribute to ECA's engagement in global economic governance platforms, support the Group's documentation and knowledge products, and facilitate the organization of meetings. This position aims to strengthen ECA's support for African policymakers in advocating for reforms that empower low- and middle-income countries within the global financial system.
Responsibilities
Monitor and analyze global economic developments and their implications for African economies, providing timely updates and strategic insights. Track and analyze policies related to global financial architecture reform and their impact on African countries. Draft and develop key reform proposals, policy briefs, technical notes, and presentations for high-level engagements. Provide technical input to ECA's participation in global and regional economic governance platforms, including G20, G24, IMF, and World Bank. Support the High-level Working Group's documents, materials, and knowledge products. Coordinate the organization of High-level Working Group meetings and ensure smooth collaboration with internal and external partners. Record all activities for program monitoring and reporting, and prepare progress reports and briefs as requested. Participate in missions to support the Group's organization and engagement, and prepare communication materials for advocacy.
Work Experience
A minimum of 2 years of progressively responsible experience in macroeconomic policy, economic research and analysis, forecasting, and applying economic principles in development programs is required. Substantial experience with Bretton Woods Institutions/Development Finance Institutions is also required.
Skills
Strong economic analytical skills, econometric modeling/programming skills, knowledge of IMF and Multilateral Development Banks (desirable), macroeconomic policy analysis, economic research and analysis, forecasting, development program application, experience with Bretton Woods Institutions/Development Finance Institutions, communication material preparation.
