Conduct and Discipline Officer
Organizational Context
The United Nations Support Office in Haiti (UNSOH) in Port-au-Prince provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces. It also delivers technical assistance to the Organization of American States. This role is situated within the Office of the Assistant Secretary-General (OASG) and reports directly to the ASG.
Job Purpose
This position leads the planning, implementation, monitoring, and evaluation of conduct and discipline programs and operations. The role involves advising management on misconduct allegations by civilian personnel, identifying trends, and developing preventive strategies. It includes overseeing case management, liaising with investigative offices, and managing partnerships to advance conduct and discipline initiatives. The officer will also develop and implement awareness programs, conduct research, and coordinate activities with various mission components. This includes managing data on misconduct, proposing strategies to enhance awareness of UN standards, and contributing to outreach measures. The role also entails reporting on conduct and discipline activities and supervising junior staff.
Responsibilities
Lead the planning, implementation, monitoring, and evaluation of conduct and discipline programs and operations. Advise management on issues related to alleged misconduct by civilian personnel. Identify trends, patterns, lessons learned, and best practices in conduct and discipline to inform policy development and preventive actions. Provide information on UN rules and procedures governing conduct and discipline. Oversee case management, review alleged misconduct, document complaints, and determine the need for further investigation. Liaise with the Office of Internal Oversight Services (OIOS) and investigative offices on misconduct investigations. Establish and maintain partnerships with UN and external actors to advance conduct and discipline activities. Provide input for process, monitoring, and control mechanisms. Oversee data management and tracking of misconduct, developing systems to monitor prevention efforts. Propose strategies to increase awareness of UN standards of conduct and develop mission-specific measures to detect and prevent misconduct. Contribute to public information and community outreach on conduct and discipline issues. Conduct research and analysis on the application of UN policies related to conduct and discipline, identifying problems and proposing solutions. Prepare progress and briefing reports. Coordinate activities with other mission components, including legal, human resources, security, and training. Manage and supervise junior staff.
Work Experience
A minimum of seven years of progressively responsible experience in conduct and discipline, law, human rights, or human resources management is required. Experience in information gathering, analysis, and problem-solving related to conduct and discipline is necessary. Experience providing conduct and discipline services within a UN Common System field operation or comparable international organization is required. Experience in risk assessment and management in this field is also required.
