International Consultant: Trade and Investment Law and Policy Expert
Organizational Context
The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade Organization focused on trade-related technical cooperation in developing countries. This consultancy supports four distinct projects across The Gambia, South Sudan, Sierra Leone, and a UK-funded initiative. The role sits within the Strategies and Policy for Trade and Investment (SPTI) Section.
Job Purpose
This consultancy aims to provide crucial technical, policy, and project coordination support for the implementation of trade, investment, business environment, and digital economy activities across four key projects. The role involves strengthening national and regional policy and regulatory frameworks, facilitating investment, improving the business environment, advancing regional integration, and supporting the development of inclusive and competitive trade and investment laws and policy frameworks. The consultant will work under the supervision of the Chief and Programme Officer of the SPTI Section, contributing directly to project deliverables and outcomes in various African nations.
Responsibilities
The consultant will provide technical, policy, and project coordination support for trade, investment, business environment, and digital economy activities across four projects. Key duties include coordinating project activities and stakeholder consultations in The Gambia for the YEP project, supporting investment profiles, and reviewing copyright law. For South Sudan's GRACE project, responsibilities involve coordinating the development and validation of a national honey policy, supporting WTO accession efforts, and developing guidelines on EAC rules of origin. The role also includes technical oversight for reviewing Sierra Leone's Electronic Transactions Act and supporting stakeholder engagement for the READY Salone project. Additionally, the consultant will plan and coordinate missions for the Making Trade Happen project, assess intellectual property laws relevant to digital trade, and contribute to reports and policy recommendations for digital trade environments.
Work Experience
A minimum of ten years of progressively responsible experience in delivering trade-related technical assistance in international trade and development is required. Experience in facilitating legal and regulatory reform, regional integration, and private-sector development is necessary. Experience in delivering capacity-building activities in Africa and coordinating multi-country activities, consultants, and policy consultations is also required. Previous experience with ITC or another international organization is desirable.
Skills
Excellent knowledge of international trade, investment policy, business environment reform, regional integration, and e-commerce. Demonstrated legal and policy research, analysis, and drafting skills. Knowledge of WTO, AfCFTA, ECOWAS, and EAC frameworks. Strong project coordination, stakeholder engagement, consultation facilitation, technical review, report writing, and quality assurance skills.
