National Consultant - WTO Accession Legal and Technical Support (Somalia)
Organizational Context
The International Trade Centre (ITC), a joint agency of the UN and WTO, supports sustainable trade development. The Making Trade Happen (MTH) project, funded by UK International Development, aims to strengthen trade institutions and SMEs in developing countries. This role is embedded within the MTH project to support Somalia's accession to the World Trade Organization (WTO).
Job Purpose
This consultancy aims to provide crucial in-country coordination, technical, and analytical support to Somalia's Chief Negotiator and WTO accession team. The role is designed to facilitate the planning, coordination, and follow-up of accession workstreams, enhance engagement with Somali institutions, and contribute to the preparation and updating of accession documentation. The consultant will act as the primary liaison between the Chief Negotiator's office and the ITC project team, ensuring effective management of the accession process. The objective is to strengthen national ownership and effectively manage Somalia's complex journey towards WTO membership, responding to identified priorities and evolving needs.
Responsibilities
The National Consultant will provide embedded coordination and general support, including day-to-day technical, analytical, and administrative assistance for Somalia's WTO accession. This involves supporting coordination among technical working groups and relevant institutions, preparing briefing notes, agendas, and official correspondence, and maintaining regular contact with designated focal points. Technical and analytical support includes assisting with replies to WTO Member questions, completing and updating questionnaires, and supporting the review and follow-up of the Legislative Action Plan. The role also involves compiling relevant laws and regulations, supporting consultations with institutions, and gathering information on regional trade commitments. Furthermore, the consultant will serve as the principal operational liaison between the Chief Negotiator's office and the ITC project team, facilitating communication and ensuring timely follow-up. Support will also be provided for meetings, missions, and capacity-building activities, including preparing materials and documenting outcomes.
Work Experience
A minimum of two years of progressively responsible professional experience in international trade policy, trade law, economic governance, or public administration is required. Direct experience supporting a WTO accession, trade negotiation, or a comparable whole-of-government reform process is essential. Experience working with international organizations like ITC or the WTO, supporting technical assistance, and coordinating with government institutions is also required.
Skills
Demonstrated knowledge of WTO accession procedures and documentation (Working Party processes, Q&A, questionnaires, market access, legislative reform planning). Ability to conduct legal, policy, and institutional research and synthesize complex information. Proficiency in preparing high-quality official documents in English. Strong coordination, communication, and stakeholder engagement skills. Ability to work effectively in a sensitive political and institutional environment.
