The United Nations Environment Programme (UNEP) is the leading global environmental authority. The NDC Act & Invest Initiative is a global programme designed to help countries translate their climate ambitions into actionable, investable plans. This role supports Thailand's NDC 3.0, focusing on the agriculture sector, specifically livestock methane mitigation, by developing investable climate projects and mobilizing finance.
Job Purpose
This Climate Finance Specialist role supports the Government of Thailand in developing a portfolio of investable climate projects and concrete actions for resource mobilization and investment in the livestock sector, with a focus on dairy. The specialist will make technical interventions bankable, identify innovative finance mechanisms and potential financiers, and help structure viable business models. This work aims to address financial, technological, and policy barriers to methane mitigation in Thailand's livestock sector, potentially serving as a model for other countries in the region to strengthen impactful climate investments and mobilize public and private finance.
Responsibilities
The Climate Finance Specialist will support the Government of Thailand in developing investable climate projects for methane abatement in the livestock sector. Key duties include assessing available technologies, market opportunities, and financing options, particularly for dairy manure management, feed additives, and biogas. The role involves identifying priority pilot projects, developing a methane abatement program with an investment plan, and structuring viable business models. Additionally, the specialist will identify blended finance and public-private investment opportunities, connect projects with financiers and donors, and engage key government, private-sector, and research stakeholders. This includes facilitating access to information, coordinating with national institutions, preparing follow-up actions, and providing operational input for financial instruments.
Work Experience
A minimum of five years of professional experience in climate finance, sustainable investment, or green finance is required. Three years of relevant experience in climate finance issues is desirable. Experience with Thailand's climate change framework, public institutions, the agriculture sector, and methane abatement is also beneficial.
