Consultant Expert in Environmental or Forestry Project Evaluation
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) Independent Evaluation Section (IES) in Vienna, Austria, seeks an Evaluation Expert. This role supports the Chief or Deputy Chief of IES, contributing to the objective assessment of UNODC projects and programmes. The expert will operate home-based with potential travel requirements.
Job Purpose
The purpose of this role is to conduct independent evaluations of UNODC projects and programmes, ensuring adherence to UNODC evaluation norms, standards, and guidelines. The Evaluation Expert will develop evaluation designs, collect and analyze data, and produce comprehensive reports with findings, conclusions, and recommendations. This role is crucial for accountability, learning, and improving the effectiveness of UNODC's interventions, particularly concerning gender equality, human rights, and inclusivity. The expert will lead and guide the evaluation team, ensuring timely and high-quality deliverables that inform stakeholders and contribute to the UNODC's mandate.
Responsibilities
Develop comprehensive evaluation designs, including methodologies, tools, and techniques that are gender-responsive and inclusive. Coordinate high-quality data collection based on approved inception reports and instruments, adhering to ethical requirements. Conduct thorough data analysis using relevant software and ensure data accessibility. Ensure compliance with all UNODC evaluation standards, guidelines, and templates. Lead and guide the independent evaluation team to produce high-quality deliverables. Manage the timely submission of all evaluation outputs, including inception reports, draft reports, and final reports with executive summaries and briefs. Effectively coordinate with substantive experts and stakeholders throughout the evaluation process.
Work Experience
A minimum of five years of professional experience in evaluation or a related field, including international-level evaluations, preferably within the UN system. Demonstrated experience evaluating environmental or forestry projects, technical assistance programmes, or related fields is required. Experience coordinating teams and presenting complex findings is essential.
